American senators are meeting during the weekend for the first time since the government shutdown began more than a month ago, but hopes for a cross-party deal on how to end the standoff appeared to diminish as Republican senators floated a proposal toxic to Democrats: eliminating the ACA, known as Obamacare.
Growing Impact of Federal Closure
The effect on US citizens from the longest closure of the US government in history worsened on Saturday, as federal workers went without pay, airlines were forced to cancel flights and SNAP benefits have been postponed for forty-two million Americans.
Trump's Proposal from Florida Resort
As Saturday's meeting got started, Republican senators welcomed a suggestion made on online platforms early Saturday by Donald Trump from his resort in West Palm Beach, for subsidies to be substituted by HSA-style accounts.
"My recommendation is to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.
GOP Endorsement
Multiple Republican senators welcomed the proposal, which is similar to a alternative for Obamacare put forward in 2017.
"We will replace this failing program with something that is actually better for the consumer," one senator stated.
Another senator commended Trump's proposal on online platforms, and stood next to a large print of Trump's post as he addressed on the Senate floor.
"I am drafting the bill right now," a third senator wrote in response to Trump's proposal. "We must stop public funds from going to carriers and instead give it directly to Americans in HSA-style accounts and let them buy the medical coverage they want."
Democratic Reaction
Democratic senators expressed concerned reactions to Trump's plan.
"In other words, Donald Trump's 'concept of a plan' for health care is yet another cynical attempt to eliminate Obamacare," one Democratic senator commented. "This is the same unsuccessful Republican plan that's been rejected by voters and Congress."
Another lawmaker responded to the censure of insurance companies by posting: "Oh, Trump and the Republicans can't stand how the large insurance companies are overcharging Americans. Seriously? Then I welcome your support for Medicare for All."
Ongoing Talks
The Senate went into recess without finding a solution, but Senate Republican leaders have indicated an willingness to an emerging proposal from a handful of centrist lawmakers to end the shutdown in exchange for a future vote on the Obamacare payments.
One Democratic senator, who is leading the negotiations among centrists, said that Democrats "need another path forward" after Republicans turned down an proposal to restart the government and extend the payments for a year.
Another leading Democratic senator persisted in maintaining that Republicans should accept a 12-month continuation of the payments before discussing the long-term of the subsidies.
"Doing nothing is derelict because citizens will go into debt, people will lose insurance, people will get sicker," the senator stated in a floor speech. "That's what will happen if this Congress fails to act."
Political Dynamics
Not one of the Republican senators seemed to address the fact that consumers would still need to buy coverage from the same insurance companies, or that Republican lawmakers need the backing of several Democrats to reopen the government, and the concept of eliminating and replacing Obamacare with savings accounts is unlikely to earn a single Democratic vote.
Some analysts indicated that the core of such a plan would eliminate the ACA's requirement that carriers cover individuals with existing health issues.
After his golf outing, Trump went back to his private club and reiterated on his insistence that Republicans stop seeking compromise and try instead to repeal and overhaul Obamacare with a version of the plan that failed to secure enough support in 2017.
